Nonresidential mechanical acceptance testing requirements

Effective January 1, 2017, California Title 24, Part 6 requires acceptance testing for nonresidential mechanical systems installed as part of new construction, renovations, and replacement projects.

How compliance works

From permit application to close-out

These tests document compliance with California Building Energy Efficiency Standards for HVAC systems in newly constructed buildings, additions, alterations, and equipment replacement work.

01Before permit close-out

Before installation

  • Before applying for a permit to install HVAC equipment, the installing contractor, specifying engineer, or architect must complete and submit the required compliance forms to the permit-issuing authority.
  • After installation, the equipment must pass both a construction inspection and a functional acceptance test before the permit can be closed.
02Who performs testing

Certified technicians

  • The acceptance test must be performed by a Certified Acceptance Test Technician (ATT) employed by a Certified Acceptance Test Employer (ATE) at the time of testing.
  • The Acceptance Testing Technician Certification Provider (ATTCP) must conduct an onsite audit of at least 1% of a technician's acceptance forms.
03Signatures & records

Registry records

  • Required compliance and acceptance forms must be signed and recorded in the registry by the ATT, ATE, Document Author, and Responsible Person.
  • Permit-issuing authorities may not close a permit unless all documents are submitted and forms include the registry watermark and unique ID.
